Rev. Isbell was born in Mississippi in 1950, and educated at Edinburgh University, the Free Church of Scotland College, and Bern University (Switzerland). He has pastored churches in Pennsylvania, Tennessee, and Alberta, and since 1989 has been minister of his present congregation. He writes for The Master's Trumpet, has contributed articles to The Banner of Truth, The Ordained Servant, and The Dictionary of Scottish Church History and Theology, and is a translator for Reformed Confessions of the 16th and 17th Centuries in English Translation. Rev. Isbell is also a visiting instructor at Puritan Reformed Theological Seminary. He has been married since 1991.

The Congregation is also served by four elders appointed by Presbytery to augment the Session: Mr. Charles Greenewald, Rev. Warren E. Gardner, Rev. Sean W. Humby, and Mr. Philip Larson.

The members of the Session also compose the Deacons' Court.

Rev. Isbell is Clerk of Session and Clerk of the Deacons' Court.

The congregational Treasurer is Mr. Yigang "Mark" Xu.
